Extension Manager CC can't start

I installed Extension Manager CC through Adobe CC Updater. When I try and launch Extension Manager CC, a dialog comes up and says: "Failed to initialize Extension Manager". It doesn't let me open it after I click OK and it closes.

Could Extension Manager CC be conflicting with Extension Manager CS6? Any other possible solutions?

I've tried rebooting, all the CC (and CS6 are up to date), and I've tried uninstalling and reinstalling Extension Manager CC. Nothing has worked so far.
