Extension Manager 7.2 Not Recognising Path Tokens

I am building an HTML panel which will install a plug-in into the Plug-Ins folder of Photoshop.

Everything works fine in CC but the Extension Manager is not installing the Plug-In in the CC 2014 version of Photoshop

This is what I have set in the .mxi file

The $pluginsfolder token appears to be ignored for Photoshop CC 2014
